Advocates in Dubai means the legal experts in Dubai. These can be of two types. The first one are the local lawyers, also called as UAE National Lawyers or Advocates and the others are expatriates. These lawyers or advocates can call themselves advocates because they also took the degree or professional education from their countries, but you can't call them Advocate in Emirates.
